Simple solution and it is working. There you go. Don't make it harder than it has to be with talk of flyovers, flyover contracts, etc.
We had three people in the car and we had to wait for miles to get into the High Occupancy Lane because we were traveling northbound from Richardson. We saw one big truck just run over the sticks to get out of the HOV lane.
This does not get into the whole HOV issue, DART, TXDOT, FEDs, popsicle stick management, costs, but it is a start. Just open up a spot for Richardson. That's all.
